Short Term Consultancy for Final Project Evaluation

SOS Sahel are looking for an experienced consultant to undertake a final evaluation of our EU funded ‘Agricultural Production by Smallholders Project’ in Red Sea State, Sudan.

Evaluation summary

The Agricultural Production by Smallholders Project is a 5 year, €5million EU funded project in the Red Sea State of Sudan. It works with smallholder farmers and artisanal fishermen to achieve the following results:

(1) Improved practices and techniques for horticulture and fisheries applied.
(2) Appropriate inputs and technologies for horticulture and fishery available and used.
(3) Increased access to, and use of, services (financial services, traders, etc.).

The consultant will assess the achievements of the project objectives and targets under the three project results, identify the factors that have facilitated or constrained the achievements, and draw lessons learned and value-added for future prospects.

This is a fixed term assignment expected to last no more than two months (or 30 working days), to be completed by the end of January 2019. The successful candidate will work in a team with a national consultant, recruited by SOS Sahel Sudan. The consultancy team will be expected to undertake the evaluation in Sudan and will also be expected to travel to the Red Sea State.

Candidate Requirements

We are looking for someone with the following skills and experience for this role:


  • Master’s degree relevant to community-based (agricultural, fishery) development, social mobilisation etc.
  • or a BSc in a subject relevant to the assignment (as detailed above) and fifteen years’ relevant professional experience.

Professional Experience:

  • Experience of working in Eastern Sudan, ideally within Red Sea State itself
  • At least 5 years’ professional experience working in the context of agriculture and/or fishery and rural development;
  • Experience working or collaborating with government institutions;
  • Understanding of Sudanese local politics, institutional structures and dynamics;
  • Familiarity with financial institutions in Sudan (e.g. ABS, Central Bank of Sudan, Micro-Finance Institutions, Ministry of Trade etc.);
  • Familiarity with NGO’s implementation approach;
  • Experience working with donors or international organizations.

Professional Skills

  • Excellent social interaction and communication skills;
  • Excellent spoken and written English;
  • Good analytical and report-writing skills;
  • Time-management skills; ability to prioritise tasks.
